The meeting discussed issues related to the implementation of the 2025 Action Plan of the YSU IB Development Strategic Program for 2025-2030, the results of the survey on student satisfaction with the implementation and evaluation of research work at the YSU IB, the list of admission specialties for 2027, the recommendation and mediation of Smbat Tsutsulyan, Assistant Professor of the Department of Tourism Management and Culturology, Doctor of Economic Sciences, for the academic title of Associate Professor in the YSU Academic Council, and the recommendation of the educational manual “Bulgakov’s World of Words: Russian-Armenian Etymological Dictionary” co-authored by Associate Professors of the Department of Foreign Languages and Armenian Language and Literature Marat Zurabyan and Mushegh Sarukhanyan.
First, the implementation of the 2025 Action Plan of the 2025-2030 Strategic Plan for the Development of YSU IB was presented. It was noted that according to the implementation plan-schedule of the 2025-30 Strategic Plan, 38 actions should have been implemented in 2025 for the tasks planned within the framework of the implementation of the 6 goals of the branch program, expressed by the corresponding result indicators.
In 2025, monitoring of the implementation of the action plan was carried out twice. The subdivisions presented the results of their activities for the regular reporting period in a special format, indicating the status of its implementation for each action (fully implemented, in progress, partially implemented, started but suspended, not implemented). In February 2026, the subdivisions submitted a report on the results achieved and shortcomings to the Strategic Plan Implementation Monitoring Committee.
Based on the reports submitted by the subdivisions and the results of monitoring, the branch's performance for 2025 was compiled. Of the 38 activities planned for 2025, 7 (18.4%) were fully implemented, 23 (60.5%) are in progress, 2 are partially implemented, and appropriate processes have not been implemented for 6 activities.
It was emphasized that the fact that many processes are in progress is due to the continuous deadlines set by the strategic program implementation plan.
The results achieved and gaps in the implementation of the 6 goals of the strategic program were presented. It was noted that the performance of the fully completed and ongoing processes for all goals exceeds 50%.
The branch's achievements in the areas of education, scientific activities, infrastructure modernization, human resources development, cooperation with external partners and public integration were discussed.
Next, the results of the survey on student satisfaction with the implementation and evaluation of research work at YSU IB (1st semester of the 2025-2026 academic year) were presented. In particular, it was noted that, based on the strategic goals of YSU IB, the Department of Educational Reforms and Quality Assurance conducted a survey on the organization of research work carried out during the reporting period and analyzed their results.
The purpose of the survey was to identify the problems encountered by students during the implementation of research work, collect suggestions for improvement, assess the dynamics of comparison with the previous academic year, activate student participation in research work and promote student-university cooperation.
The questions included in the questionnaire made it possible to determine students' satisfaction with the content and resources of research work, the work performed, the organization of research work, and its evaluation.
71% of students who conducted research work participated in the survey.
Analyzing the responses, the Department of Research and Development identified several groups of proposals that will help improve the organization and evaluation of research work:
1. Information and resource provision.
Ensure access to scientific databases and up-to-date sources,
Replenish the library fund (especially with Armenian literature),
Support the acquisition of data and official information.
2. Methodological support.
Provide clear guidelines for conducting research work,
Develop information search and source evaluation skills,
Organize consultations and practical training.
3. Organizational improvement.
Optimize the educational workload,
Coordinate the deadlines for assignments,
Ensure a phased organization of work.
4. Support for conducting research.
Assist in the recruitment of survey or research participants.
Then, the list of specialties for admission to YSU IB in 2027 was discussed. It was proposed to also conduct admission to the Faculty of Natural Sciences in 2027 with the distance learning bachelor's degree programs "Informatics and Applied Mathematics" and "Environment and Nature Conservation". The members of the Scientific Council emphasized that in this regard, it is necessary to conduct an additional study on the trends and demand for labor market development.
According to the results of a closed, secret vote held on the other issue, it was decided to recommend Smbat Tsutsulyan, Assistant Professor of the Department of Tourism Management and Culturology of YSU IB, Candidate of Economics, for the academic title of Associate Professor, to mediate with the YSU Academic Council to award him the academic title of Associate Professor and to apply with the appropriate proposal to the RA National Academic Council.
In connection with the current, last issue, it was noted that before being submitted to the discussion of the YSU Academic Council, the issue of recommending the educational manual “Bulgakov’s World of Words: Russian-Armenian Etymological Dictionary” co-authored by Associate Professors of the Department of Foreign Languages and Armenian Language and Literature Marat Zurabyan and Mushegh Sarukhanyan was discussed in the prescribed manner in the professional departments, faculty and branch methodological councils.
At the meeting of the YSU IB Academic Council, in the prescribed manner, by open voting, the educational manual co-authored by Associate Professors of the Department of Foreign Languages and Armenian Language and Literature M. Zurabyan and M. Sarukhanyan was recommended for publication.
