The meeting approved the procedure for monitoring and evaluating the financial activities of the YSU Ijevan branch.
The issues of the Director's report on the activities of the YSU IB for the 2024-2025 academic year, the performance of the YSU IB 2025 income and expenditure estimate (budget) for January-December, and the publication of the "Pedagogical Guide" educational manual authored by Professor Svetlana Minasyan of the Department of Foreign Languages of the YSU IB were discussed.
At the meeting of the Academic Council, Director M. Otaryan presented a report on the activities of the YSU IB for the 2024-2025 academic year in seven areas (1. Professional orientation and admission of applicants, 2. Educational programs, 3. Student success, 4. Faculty and scientific activity, 5. Collaborations, 6. Infrastructure, conditions, resources, 7. Internal quality assurance and educational reforms).
In particular, it was noted that during the reporting period, the YSU Ijevan branch was guided by the YSU IB Development Action Plan for 2025-30 and, with the special support of the Alma Mater and through its subdivisions, in 2025 consistently and purposefully implemented processes aimed at the modernization of the university and the services it provides, the technical re-equipment of infrastructure, the creation and provision of an improved educational and working environment, the effective implementation of educational programs, the activation of scientific and research activities, and the development of the personnel system.
In order to evaluate the results of its work and present it to the public, the branch publishes its set of Activity Result Indicators (GATS 2020-2025) at the end of each academic year, based on which and the activity reports of all subdivisions for 2025, this report was compiled.
YSU IB is a demanded higher educational institution in the region and has had a stable flow of applicants for the last five years, which is also due to the large-scale and multi-faceted professional orientation work carried out by the branch in schools. The numbers and the flow of applicants speak about the achievements.
The branch's applicants are mainly graduates of general education schools in Tavush region, the number of which, in 2024, according to the admission results, it made up 97.6% of the total applicants, in the previous academic year - 96.3%), which is obviously due to the location of the branch in the region, as well as its high reputation and rating among the society of the region.
According to the admission results for the current bachelor's degree program in the 2025-2026 academic year, the branch had 265 applicants with the first application, 7 applicants with the additional (vacant) stage, and 107 applicants with the results of the distance learning program. According to the results of the admission competition, 45 applicants were admitted to the free education system (all planned places were taken), 147 applicants were admitted to the paid education system with the first application. 72.4% of applicants passed the entrance exams, which is not a bad indicator for a regional university.
According to the results of the 2025-26 academic year bachelor's distance learning admission competition, 29 applicants were admitted (27.1% of total applicants, which is higher than the previous year's indicator of 22.5%).
42 applicants applied to the branch in the 2025-2026 academic year with 2 master's degree programs, of which 38 were admitted (90.4% of applicants).
The branch provided education in 12 full-time bachelor's degree programs, 6 part-time programs, and 2 part-time master's degree programs in its 4 faculties in the 2024-25 academic year, graduating graduates with specialties in demand in the regional labor market, while the branch constantly conducts research on specialties in demand in the labor market, monitors educational programs, and periodically reviews the list of its educational programs.
The cornerstone of the branch's strategy is to provide high-quality and affordable education for its students. In the 2024-25 academic year, 1096 students studied at the branch (as of April 1, 2025), including 619 full-time students, which makes up 56.5% of the student body, 443 (40.4%) in distance learning at the bachelor's degree, and 34 in master's degree. As of December 1, 2025-26, 1092 students studied at the branch, including 641 full-time students, which makes up 58.7% of the student body (this indicator is higher than the previous year's indicator), 389 (35.62%) in distance learning at the bachelor's degree, and 62 in master's degree.
In 2025, from 243 bachelor's graduates of the branch, 44 (18%) graduated with honors, which is also a high indicator compared to previous years (23%, 16%, 18%, 18%). In 2025, the branch had 28 graduates in the master's program (from 2 educational programs), 12 of whom (43%) graduated with excellent progress. These figures testify to the achievements, activity and purposefulness of students in their studies.
The uninterrupted driving force of the scientific and educational process of the branch is its teaching staff. In 2025, 159 lecturers teach at the YSU Faculty of Information Technology, including 13 professors, 57 associate professors, 39 assistant professors and 50 lecturers. To implement its educational process, the branch has attracted 6 doctors of basic and joint sciences with the academic title of professor, 5 candidates of sciences with the academic title of professor, in total 79 candidates of sciences.
The branch attaches importance to cooperation with partner universities and sectoral organizations at the local and international levels and continues to expand its international partnership network.
During the reporting period, the branch signed 3 international and 2 republican memorandums of important importance for cooperation (with the Gumilyov Eurasian National University of Kazakhstan, the Konstantin Preslavsky University of Shumen, Bulgaria, the Ural Federal University named after the first President of Russia B. N. Yeltsin, the Institute of Oriental Studies of the NAS of the Republic of Armenia, the State Academy of Fine Arts of Armenia).
A number of agreements of regional significance have also been signed.
One of the important achievements of the reporting year is the cooperation of the branch with the "Tavush" TV company. At the beginning of 2025, at the initiative of the YSU Academic Union and in cooperation with the "Tavush" TV company, the "Tavush Horizons" program series was launched, the goal of which is to present the professional potential of the YSU Academic Union faculty and increase the level of publicization of regional, scientific, technical and socio-cultural topics. During the reporting period, 5 program-meetings were held with representatives of the branch's faculty.
2025 is the year of the implementation of the most large-scale and ambitious programs in the history of the branch, modernization of infrastructure, renovation and overhaul. And it can be stated that as a result of the Alma Mater's 100 million drams of financial and psychological support, the branch is solving long-standing insurmountable problems and has reached a solution. Among these problems, the problem of repairing the roof of one of the buildings has long been a priority. In 2025, that problem was completely solved.
The transformation and renovation works of the courtyard of the central building of the branch are almost at the stage of completion.
A security system has been introduced in the branch to monitor the entire area, a video recording system has been installed at Student Street 3, a new fire protection system has been installed, a water line for the fire protection network has been laid, and fire protection devices have been purchased.
The next most important achievement of YSU IB in the reporting period is the workshop opened at the Faculty of Applied Arts. With the support of the branch management and YSU, it was possible to create the “YSU Studio” workshop during the reporting period, which gives graduates and students the opportunity to engage in various branches of art in comfortable studios, work in the fields of miniature painting, ceramics, and textiles, creating numerous valuable samples.
In order to effectively organize and ensure the educational and professional work of students and lecturers at the Faculty of Applied Arts, the equipment of the studios has been updated, the necessary number of new easels, materials and accessories necessary for the implementation of courses, and necessary literature have been purchased.
The computer labs of the Faculties of Natural Sciences and Applied Arts have been replenished with 20 computers. YSU donated 5 smart boards, 1 of which was installed in each of the auditoriums of the Faculties of Humanities and Economics, and 3 in the auditoriums of the Faculties of Natural Sciences, thanks to which the efficiency of organizing and conducting courses has significantly increased. Within the framework of the Erasmus international program, about 10 million drams worth of educational equipment and tools, including 3 smart boards, was ordered for the technical re-equipment of the laboratories of the Faculty of Natural Sciences.
The next important achievement for the branch in 2025 The YSU IB Psychological, Educational Consulting Center, officially opened at the university in October, provides paid and free services to both students, community residents, and partner organizations. From October to December 2025, the center carried out educational, consulting, methodological, and media activities in a short period of time, forming an important platform for psychological support and professional development in the region.
The branch management pays special attention to the library with its book collection and electronic library. As of December 9, 2025, 91 percent of the literature available in the library or 19,920 units of books, textbooks and magazines in the “KOHA” system, 1,257 units of books and magazines from the “American Library and Training Center” are available. During the reporting period, about 2,853 units of literature were entered into the system. Special mention should be made of the support of the YSU Library: with the support of its employees, 876 new titles of books and scientific journals missing from the YSU online catalog were entered. In total, the YSU Library entered 3,890 new titles of books for the branch. During the reporting period, the process of replenishing foreign language literature continued through donations and purchases.
YSU IB is constantly improving its educational functions, activating internal quality assurance processes in the branch, improving the quality and level of education, supporting the improvement of the professional qualities of its teaching staff and meeting the educational needs of students. The internal quality assurance processes in the branch are coordinated and implemented by the Department of Educational Reforms and Quality Assurance (ERQA).
In conclusion, the director happily stated that the branch is effectively fulfilling the tasks set for it, and expressed confidence that having such a supporter and support as Alma Mater, the branch will become a powerful educational and scientific center, gathering around it the creative and intelligent youth of the region.

When presenting the January-December performance of the YSU IB 2025 income and expenditure estimate (budget), it was particularly noted that the indicators of the budget items were compiled for 2024 on the performance indicators of the budget, as well as forecasts and planning.
The receipts (income) of the reporting financial year amount to 464,525.0 thousand AMD, and the expenditures (expenses) amount to 472,788.0 thousand AMD.
52% of the receipts (242,168.0 thousand AMD) are from paid educational services, 23.3% (108,193.0 thousand AMD) are from state funding.
78.9% of the outputs (373,200.0 thousand AMD) are “Remuneration and payments equal to it”. 2.3% of the outputs (11,209.0 thousand AMD) were directed to student scholarships.

At the meeting of the Academic Council, in accordance with the established procedure, by open voting, the educational manual “Pedagogical Guide” authored by Professor Svetlana Minasyan of the Department of Foreign Languages of the YSU IB was recommended for publication.
At the end of the session, the Director of the YSU IB M. Otaryan thanked the university staff for their work and congratulated them on the occasion of the New Year and Christmas, wishing that the coming 2026 will be a year of peace, prosperity, great achievements and successes.
