By a decision of the Supreme Council of the Republic of Armenia, a referendum was held in the country on that day in 1991 with the following question: "Do you agree that the Republic of Armenia should be an independent, democratic state outside the USSR?" The Armenian people unitedly voted "Yes" to independence (with a 99% majority).

The era of the Third Republic was established in the history of Armenia; the Armenian SSR was renamed the Republic of Armenia. The tricolor was adopted as the republic's flag, followed by the adoption of the coat of arms.

Following the declaration of independence by the Supreme Council, dozens of states recognized the Republic of Armenia. Lithuania was the first to do so, having recognized the Republic of Armenia's independence as early as August 14, 1991, prior to the official declaration, while another 47 states recognized the Republic of Armenia's independence during 1991, following the adoption of the declaration.
